Ekonomi Koperasi

1.       Perkembangan koperasi di berbagai negara dilatarbelakangi oleh ideologi sistem perekonomian, dan budaya suatu bangsa. Coba jelaskan perbedaan pokok konsep koperasi di negara – negara yang berideologi liberal, sosial, dan negara – negara berkembang?
Jawaban :
Konsep koperasi di negara berideologi liberal adalah bahwa koperasi merupakan organisasi swasta, yg dibentuk secara sukarela oleh orang – orang yang mempunyai persamaan kepentingan, dengan maksud mengurusi kepentingan para anggotanya serta menciptakan keuntungan timbal balik bagi anggota koperasi maupun perusahaan koperasi itu sendiri.
Konsep koperasi sosialis adalah koperasi direncanakan dn dikendalikan oleh pemerintah, dan dibentuk dengan tujuan merasionalkan produksi, unntuk menunjang perencanaan nasional.
Konsep kopersi negara – negara berkembang adalah koperasi yang didominasi campur tangan pemerintah dalam pembinaan dan pengembanganya.
2.      Perilaku koperasi di setiap negara berbeda satu sama lain. Perbedaan tersebut sangat dipengaruhi oleh aliran koperasi yang berkembang di negara yang bersangkutan.

a. Aliran – aliran koperasi :
1. Aliran Yardstick
 Aliran ini pada umumnya dijumpai pada negara – negara berideologi kapitalis atau yang menganut sistem perekonomian liberal. Hubungan pemerintah dengan koperasi bersifat netral. Artinya, pemerintah tidak melakukan campur tangan terhadap jatuh bangunnya
koperasi di tengah – tengah masyarakat. Pemerintah memperlakukan koperasi dengan swasta secara seimbang dalam pengembangan usaha.
2. Aliran Sosialis
Menurut aliran ini, koperasi dipandang sebagai alat paling efektif untuk mencapai kesejahteraan masyarakat, di samping itu menyatukan rakyat lebih mudah melalui organisasi koperasi. Akan tetapi, dalam aliran ini, koperasi dijadikan sebagai alat pemerintah dalam menjalankan program – programnya. Dalam ha ini adalah otonomi koperasi menjadi hilang.

3. Aliran Persemakmuran ( Commonwealth )
Aliran ini memandang koperasi sebagai alat yang efisien dan efektif dalam meningkatkan kalitas ekonomi masyarakat. Hubungan pemerintah dengan gerakan koperasi bersifat “kemitraan (partnership)”, di mana pemerintah bertanggungjawab dan berupaya agar iklim pertumbuhan koperasi tercipta dengan baik.
b. Menurut saya, koperasi yang berlaku di Indonesia adalah koperasi yang beraliran persemakmuran, karena anggota pemerintah dengan masyarakat ikut berpartner dalam mengembangkan suatu koperasi.
3.      Uraikan secara singkat dampak revolusi industri yang terjadi di Prancis sehingga mendorong timbulnya koperasi yang akhirnya menjadi suatu gerakan international?
Jawaban :
Pada revolusi di Perancis, untuk mampu menghadapi serangan industri Inggris, Perancis berusaha mengganti mesin – mesin yang digunakan dengan mesin – mesin modern yang berakibat pada peningkatan pengangguran. Kondisi inilah yang mendorong munculnya pelopor – pelopor koperasi di Perancis, seperti Charles Fourier dan Louis Blanc.
4.      Sejarah perkembangan koperasi di Indonesia tidak terlepas dari kehadiran lumbung – lumbung desa dan bank simpan pinjam pada tahun 1895, yang dipelopori oleh Raden Ngabei Ariawariaatmadja. Uraikan peranan lumbung – lumbung desa dan bank simpan pinjam tersebut dalam mendorong pertumbuhan koperasi di Indonesia?

Pada tahun 1985, didirikan Bank Simpan Pinjam “De Poerwokertosche Hulp-en Spaarbank der Inlandsche Hoofden” untuk menolong sejawatnya para pegawai negeri pribumi melepaskan diri dari cengkeraman pelepas uang, yang di kala itu merajarela.Dalam rangka pelaksanaan bank simpan pinjam tersebut, didirikanlah lumbung – lumbung desa di pedesaan Purwokerto. Lmbung desa adalah lembaga simpan pinjam para petani dalam bentuk bukan uang namun in-natura (simpan padi, pinjam uang).
